How do you become a licensed cigar/tobacco retailer?

I would like to add cigars and tobacco to my online store, but I am getting the run around on how to do it. Any suggestions or experience out there to help guide me?

Finding wholesalers will be easy, but you will run into issues with the merchant account to process tobacco products. I helped develop and ecommerce cigar site before and we went through alot of red tape and still wasn't happy with the results.
